Owner associations normally bill outside of your monthly mortgage payment and may be monthly, quarterly, semi-annually, or annually. Check with your Realtor on the property you're interested in.
Utility bills are a normal monthly expense but are not covered by your mortgage payment, although some owner associations do pay for some utilities and some insurance. Some owner associations do not pay any utilities. You'll have to figure your own water, sewer, garbage, cable, telephone, gas and electricity expenses.
